When you get to the Dam, the access road SOUTH to the lower half may/may not be open (this is included in the Rever Map, but not in the Google map).
There is an overlook and small parking area on the right, BEFORE you cross over the Dam… there is a larger parking area AFTER you pass over the Dam on the left.
